Oakland T12 Office Building

RCH staff acted as air quality analysts for the Oakland T12 Office Building Project in Oakland, California. The project would include a 23-story office tower (~588,000 SF) and commercial space (9,500 SF) on 1.5 acres. The health risk assessment (HRA) focused on health impacts on nearby existing residences from diesel construction equipment emissions. Nearby sensitive receptors include Landmark Place, a four-story, 93-unit, condominium complex to the west, Domain Apartments to the north, Preservation Park to the northwest, and Lafayette Park to the south. The HRA was conducted following methodologies in the recently revised OEHHA's Air Toxics Hot Spots Program Guidance Manual for Preparation of HRAs, primarily designed to ensure that the greater sensitivity of children to cancer and other health risks are addressed. Mitigation measures to reduce construction impacts to less than significant included incorporation of BMPs for fugitive dust and level 3 diesel particulate filters.
