RCH staff acted as senior air quality analysts for Residences at The Railway Project in Campbell, California. The project includes development of approximately 150 residential units (apartment units and townhouses), built on approximately four acres of land, with approximately 330 residents. The criteria pollutant emissions inventory for the project utilized CalEEMod and emission models for on-road vehicles and onsite equipment. Average daily construction emissions and annual average construction emissions were determined for comparison to BAAQMD thresholds and use in a health risk assessment for existing and future sensitive receptors. The health risk assessment also included nearby permitted sources, Highway 17, and nearby rail operations using USEPA's AERMOD dispersion model. Mitigation measures to reduce impacts to less than significant included incorporation of BMPs for fugitive dust and tier 3 construction equipment. The proposed project would also employ Build It Green 110+ and be located near a light rail station; thus, reducing GHG emissions.
