The Alameda County Flood Control and Water Conservation District proposed to install floodwalls along the Ward Creek Channel between Huntwood Avenue and the Union Pacific Railroad tracks, and parallel to Industrial Parkway West, in Hayward, California. RCH staff prepared the CEQA Initial Study noise, air quality, greenhouse gas, and health risk assessment analyses for the improvement project. The noise analysis included short-term noise measurements of the existing noise environment in the project vicinity and estimated noise levels resulting from project construction. The air quality analysis included estimations of project construction emissions, analysis of GHG emissions, and a health risk assessment of the air pathway. The dispersion modeling and health risk assessment was completed in accordance with the Bay Area Air Quality Management District CEQA Air Quality Guidelines and BAAQMD CEQA Guidelines Tools and Methodology. The Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program was adopted by Alameda County Board of Supervisors in December 2014.
