The project is located on public land administered by the Bureau of Land Management in the northeastern portion of the Mojave Desert; approximately 25 miles northeast of the Las Vegas metropolitan area. This project includes the construction, operation, maintenance, and decommissioning of an approximately 690-megawatt alternating current photovoltaic solar project and ancillary facilities. RCH staff developed an emissions inventory and conducted air dispersion modeling for NOx, CO, SO2, PM10, and PM2.5 from combustion and fugitive dust emissions associated with construction activities for the proposed action and five alternatives. Modeling was performed in accordance with the Solar Energy Development Programmatic EIS, using the USEPA-recommended AERMOD. Estimated air concentrations were compared with the applicable NAAQS at the site boundaries and nearby communities and Grand Canyon National Park.
