The Nevin Homes Residential Project is a proposed 289-unit infill multi-family residential development in Richmond, California. RCH staff prepared the CEQA Initial Study air quality and noise analyses for the construction and operational effects of the project. The noise analysis included short- and long-term noise measurements of the existing noise environment in the project vicinity as well as estimated noise levels resulting from construction and operations of the project. The air quality analysis utilized CalEEMod to estimate construction and operational emissions from the project. RCH also analyzed greenhouse gas emissions and performed a health risk assessment of the air pathway. The health risk assessment included nearby permitted stationary sources and major roadways using the AERMOD dispersion model. The Initial Study/Mitigated Negative Declaration was approved by the City of Richmond Planning Commission in April 2015.
