Irwindale Materials Recovery Facility and Transfer Station Noise, Air Quality and Greenhouse Gas Analysis for Environmental Impact Report

RCH prepared the Noise and Air Quality/GHG Sections of the Irwindale Materials Recovery Facility (MRF) and Transfer Station EIR. The project is located in the City of Irwindale, Los Angeles County. The project applicant, Athens Services, proposed to construct and operate a 6,000 tons per day MRF and Transfer Station with a fueling facility and convenience store. End products include a wide variety of recyclables, compost feedstock, and residuals that are transferred to a landfill.

RCH Staff acted as senior air quality and noise analysts for the project. RCH also modeled estimated noise levels of traffic generated by the project. The air quality analysis included estimations of emissions from the construction and operations of the project as well as a health risk assessment of project emissions (primarily diesel truck emissions).
