RCH was responsible for the preparation of an EIR for the YCCL, a municipal solid waste facility located in unincorporated Yolo County about two miles northeast of Davis. The YCCL is owned by Yolo County and operated by the County’s Department of Community Services, Division of Integrated Waste Management; it has been in operation since 1975. RCH analyzed the environmental impact of several changes to YCCL’s existing operations and permits including but not limited to the Solid Waste Facility Permit, Yolo-Solano Air Quality Management District Permits, and Waste Discharge Requirements. RCH conducted noise measurements, and wrote a noise technical report to support the project. RCH prepared air quality reports including estimates of emissions from the changes to the design and operation of the YCCL. RCH was responsible for technical chapters analyzing hydrology, noise, air quality (including odors), greenhouse gases, energy, hazardous materials and traffic. The project was approved in November, 2021.
